Can no longer claim pets at stable

I failed to claim a pack animal for about 3 weeks and now whenever I try to stable a pet I get a message of "0 pets remain because it will cost more than 1000 gp to claim them"message. How do I fix this issue with the Stable?

use the "claim list" command to bring up the stable gump, then select which animal to claim.
