Attack Last Target issues

I recently created a Mage I wanted to do some PVP with but I noticed an odd issue that I am having with Last Target.

I have a hot key to set my last target manually. After I set my last target, when I cast a spell and hit my attack last target hot key the spell casts on to the target like expected. But when I cast a 2nd spell and hit my attack last target hot key, I don't cast the spell on my last target. I only get the spell target cursor and I have to manually click my target.

I have the same issue if I use the 'target closest' hot key's as well to target who I want to attack.

I'm not clearing my target queue.

Am I missing something?

Just use 2 diff hot keys. One for last target (I use mouse wheel up) and the attack last (use a diff key)

I rock last target as MW up, Target self, as MW sown
