Armour dropping stamina despite being -0 stam loss

I seem to be having an issue since yesterday morning after server maintenence regarding my armour, I've tried a few sets from various vendors too that all list them as -0 stamina loss. My stamina has dropped 13 points despite this. I don't understand why my previous sets or other sets are suddenly giving me stamina loss still..

Am I missing something? any help would be greatly appreciated.
