Are IDOCs still on random timer?

Just curious, because there seems to be a hell of a lot of people who know exactly when IDOCs fall. Is it still random or did it go back to a specific set time?

It has fluctuated between random and static throughout the years. Why, why, why are IDOCs on a static timer? What is the argument supporting this, other than "oh so everyone can time the exact second an IDOC falls and send 600 reds in at once"?

Groups putting in time and work to get a timer. Said groups organizing themselves to secure an objective. Seems to be working as intended.

ALL I KNOW IS THE IDOCS KEEP GOING IDOC AT RANDOM TIMES DURING YHE DAYS. WHY DONT HEY ALL JUST TURN IDOC AT THE SAME TIME EVERY DAY??????
