The suggestion is that any blue with a count (even if it was days ago) would not be able to recalled if flagged (even if not aggressor).

They may have changed a few of the RDAs, but all the champs have numerous areas to flee and recall from.
So if these out of control blue PKs can easily skirt the system anyways as you suggest, why even change the rule? If anything make 1 count go red if we are headed down this path.

This seems like a curious rule which would no doubt greatly benefit red zergs raiding Champs and other PvM events. Reds don't even currently have to live by this rule, why would you now apply it to blues? The game allows you 4 murders before turning red for a reason... some criminal scum hide...
