Those changes were made by former Admin Carl (i think) and the reasons were brought upon us because trammies like you and silly santa cried day in day out.

Because there is no need of a system. Reds are freely attackable by blues thus no other system is needed. Red vs. blue PVP is the very basic PVP mechanic this game has IMO. There are ALWAYS more blues than reds on a server.

They can't use lightning/harm/fireball etc. wands (and all debuff) on you, though. They can only use healings wands on themselves. I'm not sure why exactly it's again only the factioners that receive this bonus.
