Correct, you can drop an ebolt on a champ and have teh same chance at a relic. However, RDA's are faster to complete and have the most decent drop rate for relics. In that way, it benefits veteran players due to the amount of time and chances of success that RDAs provide.
Relics already take an enormous amount of time and effort to grind. The relic lottery is too biased in favor of veterans. I think its time to make it more accessible and let new players have a shot.
