It is not tailoring, its blacksmithing. And even at 120 skill you are not guaranteed to make it exceptional(at least not all pieces). 8k is low.

I'd do white, red, yellow and black for 15k. Most pieces would be exceptional, cant guarantee which ones though, chest is hardest.
