where can I buy rune book? Is the only way to use it recall spell? *must I level magery?

Check my vendor house. I believe the scribe vendor has some left on it.
As for using it. The purpose of it is to hold runes that you have marked. It does hold charges, which allows you to use a charge to recall to one of the runes in it. This is essentially the same as using a recall scroll (recall scrolls are how you add charges to the book).
Outside of using a recall scroll, the only other way to recall is to have the recall spell and enough magery to cast it.

Buy a runebook, drag-drop some recall scrolls onto it, and you can travel to any spot in the book by clicking the blue icon. Furthermore, if you carry regs, you can simply cast the recall spell and travel to a location by opening up the corresponding page (1-8) on the bottom of the runebook and clicking the recall icon.
You can keep stocking it with scrolls if you don't want magery, or use the recall spell (with regs), your choice.
