I have heard both. That some rares will drop on certain monsters/bosses etc and others will drop on all monsters. Would be nice to know for sure

Since the Balron MoTM ive got the white sandles and white sash off them and according to the drop guide on the site balrons drop these rares so im not sure, as far as stealable rares ive got a stack of oak logs off a random horse i killed

I got tarot cards from lich motm and I know a guildie got the same from one....but I think that was prior to the random drop announcement. So that's zero help

so far I know that dragons drop scattered feathers, harpys drop scattered arrows and lichs still drop the tarot. which I have all 3 if anyone would like to buy. plus titans drop saddles.
