What does "no cut" mean?

Like title says. "No cut"? I thought cutting heads off but some threads make it seem like something else. Any info would be great. Thanks.

People are cutting heads of pks, so they can bring them to a npc. The consequence is the pks ge stated, which means they cannot play the game for some hours or even a day because they lose 40% of all skills they have for that time period.
