What are the rules for other players looting monster corpses?

Some douche blue was just looting monsters I killed immediately after they died without flagging as a criminal.

I am a Bard, so I technically wasn't killing them, other monsters are. Does this have anything to do with it?

You only have to do a certain amount of damage to have looting rights. also, if they are a Provoker, they can override your Provo, and get all the credit for it. if they do enough damage, they can loot without going crim.
