There more of a rare than anything. Haven't been part of the loot table for about 3 years.
The good news is training vet is easy and fast just buy 50 and then head to a dungeon and start trying to res a pet. Not sure if you can gain from res attempts at 50 but if not just vet something as the skill gains really fast.

stand by the bank with a dead pet, 50 -GM in no time. Just set a macro double clicking your bandages and targeting your pet. then set a delay for 13, 14 seconds? (depends on your dex). then just loop it
