25% Chance as a 120 Legendary yes...however with the +60 ASH (there are only 2-3 of these around right now) it gives 100% chance for Exceptional.

I bought the materials and had a +30 ash smith take a whack at it, got lucky and got exceptional
I like the swampy, but I'm better off riding a nightmare as a tamer. So instead of buying a pet ball i decided to sell it.

Do you remember what the success % was? I'm assuming Crafter's Guild was used but not the faction bonus.
I've been fielding a lot of questions on success % lately but I only have a +60 and not a +30 so I don't know how lucky you have to be to get exc with 150 BS.
I will also take this opportunity to shamelessly promote my services @ 40k per swing of my +60 hammer for guaranteed exceptional barding...right now only for those who have the mats as I currently do not have shit for ingots or rope.
