Tier 4 v Tier 5 Sandals?

I know there are tiers for cloth all the way up to 5. On Tower of Roses it lists Tier 4 as having a 10% chance of getting sandals... are those different sandal colors than the tier 5 sandals?

Nope. I once turned in two 20 exceptional spined leather BODs and got two pairs of bright green sandals.

Turned in a 20x spined today and got an error message saying unable to find reward gold hue(or something similar) and gave me a pair of rose red sandles... bleh
