Telekinesis spell not working

Suddenly, and for no reason I can find.. on one character on an account, the game will not allow me to use the telekinesis. It works on other characters, and even with the same Razor profile, but for some reason any time I attempt to cast the spell I get a system message "Spinning Wheel"

No one has been able to tell me what even could be causing that let alone how I would go about fixing it..

Any input would be appreciated.
