Tab War/Peace Issues

Back in the day you used to just hit tab and it would toggle war/peace

In uo forever if I hit tab is blinks war and goes back to peace.

What am I doing wrong?

Options -> Mouse icon (interface) tab -> "Holde down TAB key for combat, instead of tapping it to toggle combat mode"
