Yes the drop rate in my opinion has been pretty crappy since they altered it following lizardmen month. Problem is that mob was spawning by the 100 at Destard making cloth over abundant. However, now take mobs like elder gazers and Balron's which have very limited spawn points and there are not enough monsters to kill to justify the reduced rate.
Percentages need to be manually set based on monster difficultly / availability. Only way we will see some balance.

Oh man that's nothin' it took me an EASY 5k kills across all MotM before I got my first drop.

lvl 4 maps can spawn up to 6 elder gazers. also lvl 5s spawn elder gazers as well but not as many

100 kills is nothing when it comes to MOTM. I do agree though that the rate was wrongfully reduced as a reaction to the lizardman month. I was in IRC when Eppy said something along the lines of "Lich cloth looks really nice. I am going to reduce the drop rate. Lizardmen cloth dropped was too high." I tried to talk him out of doing it since lizardnen could be killed in the hundreds during Riktor spawn. Liches had a lot of different spawn locations but still only in small numbers. Balrons and EGs are even worse and ydt the drop rate remains the same.
There has also been less and less with adding in suplimental spawn locations for the low spawning motms. Some of the lich lord spawns are also still turned off from the lich motm.

I would make a t-mapper but at this late in the month I don't have spare time to make it worth my time. I do wish we were cycling in extra spawns like they did for snow ele's / OL's but.. The staffs time is better spent finalizing the expansion so no complaints here
