So I am thinking of redoing my char. I love playing this char and already got my neon hair so I dont want to delete it. How much harder will it be for me to start new skills on a temp that is already maxxed out (700) skill points I am looking at doing taming. Reroll or will it be just as easy?

You can re-purpose your existing character instead of creating a new one. Skill gain will be the same. This information is in the FAQ section of the uoforever.com website:

Will my skill gain slow down as i near my 700 point skill cap?
No, the skill points totalled will not effect gain rates.
