Just wanted to make sure I understand the Wiki correct and make sure that the information is correct

Skill cap = 700 but is possible to raise it to 720 with 4 power scrolls for a certain skill but if i want to use power scrolls on more than one skill the total skills cannot exceed 720

For example this template i found for a crafter

Blacksmith 120
Tailoring 120
Tinkering 120
Carpentry 120
Mining 120
Magery 100
Other skill - 20 points
Total = 720
Is this correct?

That is correct. 720 total so you could technically have 6 120 skills.
