If you type [rewards you can see a list of things you can buy with them. 3 fragments are combined to create 1 "crystal currency" which can be used toward a purchase.

I don't have the client installed here at work but if the number says 18 in the [rewards menu, then multiply that by 3 and that's how many of the crystal fragments you need in order to create 18 of the "crystal currency." So 54 or around 5.4M at 100K each for the crystal fragments.
