Question about Champ spawns and powerscrolls

I'm pretty new to this server and I certainly haven't learned everything or discovered everything.....

Is there something that I should know about champ spawns? Do I need to do something to unlock the ability to receive power scrolls? I would estimate that I've been involved in nearly 25 champ spawns and of those spawns I've been 1st in points 3x, top 5 10x, never outside of top 10. Yet I haven't received a scroll.

Any answers or advice would be helpful. As of right now, I'm chalking this up to really bad luck...

As far as I know, champ rolls are based upon the damage being the number of entries you get in the lotto. Once your entries are in, it's still a random draw as to who's "number" is drawn. So being 1st, top 10, etc... gives you more entries into the lotto, but it's still a random draw as to what number is pulled.

In my opinion this is a good thing since in most instances, I'll be in at the start of a champ and do good damage, end up in the top 10. I'll be in the top 5 for most of the champ until the 4th wave hits, then every tamer in the game comes in and pulls agro and ends up taking all the high end mobs for max damage without having to worry about getting caught in a huge spawn of low level mobs that trap your guy/pet and keep you from being able to move/cast/do anything because you're taking hits every .05 seconds. If it was strictly damage based, only tamers would receive scrolls and it wouldn't give incentive to anyone else to actually participate.

It would be neat to see a champ that 'your pet is too frightened to enter' and get rid of the whole tamer zerg... They kind of do it with RDA's and mounts, however a strictly PC champ would be great.

but I'm sure someone has a good reason as to why that's not a good idea, and probably has something to do with not having protection from those pesky PK's and thieves...

Make power scrolls only be given to top 6-8 damagers instead of everyone.
They're supposed to be guild events anyway. It would promote guilds starting it up and the hope of 20 minutes of building score before the rest come.
I out damage Tamers all the time on Archer/Provo on every wave.
Drop an anat/heal pick up mage/med. More versatile in every aspect.
