Last night I was smelting, within the safety of the city limits of Vesper. A person came up and started attacking my pack horse. I called guards and clicked on him, he immediately also called guards. I did this 3-4 more times as did he, every time I say guards he does too. He finishes killing my pack horse and starts to run off towards the bank. A nice person on a horse saw me chasing a naked grey and proceeded to kill him with fireballs and the such, looted the guy and gave me the ore taken. I said thank you and he was like no problem and rode off.
My question is how did the guards not go after him? How was he able to kill my mule and walk away? Is there something I don't understand on how guards work? Thank you for any info that can help me understand what happened.
