I have a 120 provo char and a gm archery char

But I'm wondering if there is a build that can solo the high level dungeons? I've seen people run around doing well. I just don't know how they build it out.

Do I need some special relic or a type of armor to solo content with out a provo or pet?

You should be able to solo a decent amount of content with a provo archer. If you find you are taking too much damage, you may want make/buy a few pieces of slayer armor: https://www.uoforum.com/wiki/index.php/Slayer_Armor

If you are looking for a different build, then you may want to look at making a tamer. Tamers with provocation are very powerful and if you combine that with a meta pet, then you have a formidable PvM setup: https://www.uoforum.com/wiki/index.php/Meta_Pets

If you prefer archery/melee, then you could look at starting a Meta Talisman. You can't use Provo with Meta Talismans so you'll have to tread a little more carefully with certain creatures! For more info on Talismans, check out https://www.uoforum.com/wiki/index.php/Meta_Talismans
