With the recent addition of The Bounty Hunter conquest that counts the number of PK heads you turn in (500) with a reward of the Bounty Hunter title, I'd say that 90% of PKs get instantly stat'd without even starting the negotiation process. Even if the negotiation for the head starts 99% of people want 50k and give their input of "50k or stat noob"... So, I think its fair to assume that there is no going rate for PK heads..

Also, most PKs have more than one character to PK with so they don't even care about being stat'd.
