People killing each other in town without flag

Just curious whats going on there i see tons of people murdering each other and they are all blues?? Whats up with that?

Also curious are some people not effected by spell timers.. i can be running in a straight line and someone will be able to catch up to me after charging an E bolt for example i run into nothing but they catch up.. how does that work?

if they are in opposing factions, they'll show up blue to you, but orange (at war) to each other

Most likely a difference in connection speed
