I wanted to know if the server stopped with the updates, or if an expansion or a major update was released shortly.

Updates are still happening but usually released as smaller content updates rather than full expansions. There seems to have been some focus on improving UOF's supporting services recently, like updating the forum version and moving to new servers. There is some server maintenance planned next week so there are definitely things happening. Hopefully we'll see some fun new content soon!
