At least it seems that way in the eyes of the law.
Last night a guy was macroing in the inn with about 1k in regs. So I slowly start to relieve him of some extra weight. During the process I get guard whacked about 5 or 6 times. During one ghost adventure I met up with another hooligan and tell him about all the regs this guy has on him. Well this kid straight up murdered the guy without the guards even lifting a finger. As soon as the body hit the floor I nab a pizza and BAMN... guard whacked again.
So it's nice to know that a citizen of Britannia can be murdered without any help from the kings men.
