They are closed until the end of the Thanksgiving event (going on now)
This is due to the fact that the event involves making the only way to Buc's den the new ships (as described in the event post), and the public moongates unfortunately cannot have their locations assigned on the fly (which will be fixed in the near future) so they had to be disabled so that they could not be used to get onto Buc's den island.

ah ok thanks for the info. I don't pay much attention to the events, I'm still just trying to get myself established. I don't even have a boat... wait wait wait.. I get a free boat for the event?! so I can test out shooting with the new galleons before the upcoming expansion? sweet!
