Not sure if this is intended (and if yes I'd really like to understand why) or a bug.

Level 7 meta - TACTICS and ANATOMY will not raise to their 125.0 cap by farming, you need to use skill scrolls (just like poisoning/magery). Why is it that with a level 6 meta these 2 skills raise normally to their 115.0 cap by farming? Thanks.
