Make titles account not char

Would be cool if you could use titles and hues on the account level, with the restriction that you can only use as many a you have. (i.e. If you only have one scroll for a title it can only be used on one char at a time, but if you eat 2 you can have it on 2 chars)

Its kinda lame that cause I logged in a char that already had a title when I got my veteran title that its now only useable to that char.
