Mace Fighting - Crushing Blow

Are War Hammers the only mace fighting weapons that give you crushing blows? I thought it was all two-handers, but after using Quarter Staffs and Black Staffs for quite a quite, I noticed that I wasn't getting any.. Why is that?

Only war hammers as the effect is only on two handed metal maces.
