Improving World Save Time

So, a long time ago I did some work on a free shard. I'm not sure if I'm remembering things right or not, so just tell me if I'm wrong.

There seem to be a lot of items in the world that when you mouse over they highlight. Bone piles, piles of skulls, blood tiles, etc. From what I remember, the items that don't highlight when you mouse over are the items that are fixed items and don't effect save times... and the ones that highlight on mouse over are dynamic items and affect save times.

If this is the case, can all of these items that you cannot interact with in any way be merged into the world art files that aren't part of the world saves? Could improve world save times.
