How to get BODs

At what skill level in blacksmithing and tailoring can you start to receive BODs?

I have my tailoring at 61 and I click on the NPCs but I have never seen the BOD info item that everyone says you have to click on. Is it random if it appears?

Make sure you are clicking on the tailor npc, not the weaver or tailor GM npc's
