The original developers of the BOD system thought to make the ASH a reward one tier higher than runic hammers, although an ASH +30 is certainly not worth more than the lower tier gold runic hammer.
What benefit does this hammer give you when you already have 120 BS and are crafting in the Britain crafting area? Close to none. You already have a very high chance of success while crafting normal platemail while using a +10 and +15 ASH.
The only other benefit this hammer will provide is a higher chance to craft exceptional dragonscale breastplates, legs, sleeves, and helms. With a +15 ASH you get a 97.2% chance to craft dragonscale gloves, 100% chance to craft the gorget, 89.8% chance to craft the helm, 77.4% chance to craft the leggings, 82.4% chance to craft the sleeves, and a 65% chance to craft the breastplate (all exceptional). This hammer would only be of use to someone wanting better odds at crafting exceptional dragonscale helms, legs, sleeves, and breastplates. I switch things up using a +10 and +15 while crafting dragonscale suits, using a +10 on the gloves and gorget, and a +15 on the rest. If I had a +30 ASH, I'd use it sparingly on leggings and breastplates for dragonscale suits. That is the only useful benefit this hammer has to me. But, I am a fisher and getting scales is rather easy and they come in abundance if you have more than one legendary fisher, thus making the lower success rates while using only a +15 ASH to not make much of a difference to me.
If it can be verified that using an ASH along with a runic hammer gives you a higher chance of getting a slayer weapon (it may be capped at 120 skill), these hammers would be worth more to everyone. As it stands, they're basically only worth something to those who want to craft dragonscale and don't have a lot of scales to burn. The +60 ASH is overkill and has no real place in crafting anything, but it would if it gave you a higher chance of crafting a runic slayer.
What are these hammers worth? Well, to someone who only has one BOD collector, they may be worth buying every once in a while. Otherwise, most smiths get their own hammers via the BOD rewards. The hammers are only useful to smiths, while most of the other rewards are useful to everyone, and thus more marketable. If these hammers helped in crafting slayer weapons, it would make them more marketable, because people would always want one while using their high-end runic hammers. As it is, I wouldn't buy an ASH and I can't put a price on a +30 ASH as that would only be relevant as to who wants it and what they're willing to pay. I wouldn't price it very high, though. Perhaps at 200k max if you even manage to get a buyer.
