how do you bless a redbook of spells?

There is/was a Spellbook Bless Deed on the donation vendor I believe. It was taken off the donation vendor as of November 2014 but I haven't checked since-- it may have been reinstated.
You can check both the donation vendors + goldsink vendor, it may be there somewhere.
