How often can I place/trade houses? Is there a timer? Is there a limit how many houses I can have per IP? Im assuming one per account, which maxes out at 3 per IP. Thanks

You can have one house per account, three accounts per IP. So you can have a maximum of three houses.
Also you can trade/place houses as you wish. If you own a house it won't let you place another like you can on the official EA servers. You need to get rid of the house first, then you can place/obtain a new home on that account.

So theres now timer like on osi? On there id have to wait like a week between trades and or placing per account. And thanks for the info.

Are you sure? I think your account needs to be a week old, and have like... 1000 skill pts distributed between the characters, before you can place

you must have 1200 skill points over all three characters on account , over 24 hours of play time on account. You also not have young player status these are the requirements for owning a house on UO Forever. Hope this helped
