Should I be able to place a 2 story customizable in the same place a small classic can be place?

no. only classic houses can be that close to a tree customizable houses need to be 1 tile away from front steps of trees you also only get a deed back from classic houses not a gold refund

Since the steps extend across a customized house you have to usually pretend the house is 1 tile longer than it actually is

Couldn't get it to work so I gave up and bought another plot.

Pretty sure you can squeeze a classic small where a 7x7 custom won't fit. It has to do with the steps iirc (they run the full width of a custom vs 4 tiles on 7x7
