Hair/Beard change deed

I did a little searching on the forum and I see people talking about Hair and Beard change deeds being available through the donation vendors, but when I look at the 3 vendors I don't see either for sale.

Were these deeds removed from the game or am I looking in the wrong area?

You can buy a hair deed from players for about 15k. They only change hair though. Still trying to figure out the beard deed though.

This is an old thread but you can pay to have your beard or hair restyled at a herbalist shop in Britain. South of the new player inn, north east of the west bank. Look for the vendor with neon hair.
