Stumbled upon this .... In samuri empire Tailors could create these ... But I thought they were not avalible on UOF ... yet to my surprize I found this ... How Are these made I can not find tem on my tailor tool (Sewing kit)???

They are tiles from the custom house design.. not an actual item, just part of the custom design.
