If I dye normal cloth , and use it to build a galleon, will my sails be that color?

yes is you use charcoal cloth , your boat will be charcoal. ect.

if you spend 100 mil and buy 200 yards of pure white cloth from gold sink vendor you will have a pure white galleon!

So if I color normal cloth and make my boat, my boat will be that color?

I cannot afford BOD cloth ATM

The ans is yes. All the wood part of the galleon will reflect to the color of your cloth...
