Foresics and Flagging Thieves

I would like to take a little time out of each day and bring town thieves a lot of grief.

I have been told that I could use forensics, tracking and detect to find, expose and flag thieves.

Can someone please confirm that I am able to flag thieves using forensics?

I think that works with disguise kits? If so there are very few thieves here who even bother to disguise.

Oh that's too bad. I though maybe I could use forensics on a thief and if successful they would be perma grey to me, so I could spend a while axing some thief heads.

We tried to pass this, it didn't work. The thieves cried - a lot.
