No don't think so. All my Val spots are overworld, most are rock outcroppings not even mountainside. Dungeon tiles seem to have about the same variation.
Don't forget you can use a prospector's tool and gargoyle's pick to increase the ore level by one. And they stack meaning you can turn aggy into val. Just be careful when you use garg pick they also can summon ore elementals and val eles are no joke. They can one shot destroy your mining gloves, lost two pair that way. Take the gloves off when using garg pick.
You can get those items as BOD rewards. They are rewards for shit deeds which are plentiful.
