Exceptional katana

I guess this isn't a PC but I'm wondering what the deal is with "fey slayer" being in the title/description of this weapon. How can you craft it to say that?

Weapons when crafted near the Brit forge (Crafter's Guild) can be Slayer weapons.

I don't know that fey slayer would really increase the value a whole lot, and if anti-slayer is in it probably decreases it.
