Does the Gem of Portals relic drop upgrade actually work?

Heya,

Struggling to find any information about the Gem of Portals and the upgrade you can buy to increase relic drop chance. I can find mention of it being taken out of the game, but can't see anything to say that it was reinstated. Does anyone know if it actually works?
