Is Discordance relevant in PvE? My understanding is it weakens creatures stats. Would this make you able to tame or gain off of a creature you normally wouldn't be able to tame or gain off of?

No, it does not help with taming.

It makes the monsters much weaker in PvP, if you are a disco bard rolling with a tamer, you will notice your pets can tear through top end paragons like they were nothing with disco...
