You could always have a vendor that sells items individually and have another one that has packaged deals.
I know I make complete sets to include weapons for my dex but can't assume what people will want. However you can make a katana set or a War hammer set that comes with the mentioned weapon.

I'm happy to see so many people took interest in this post. It has really helped me with setting up my shop again 
Currently I'm running with the following set up:
1 vendor carrying Dexxer armor sets
1 vendor carrying Barbed leather armor sets
1 vendor carrying GM crafted weapons
1 vendor carrying GM runic crafted weapons
this weekend i plan to add a wider variety of weapon types to the vendors, as well as more variety of runic colors (as long as there is a continual demand of course).
