Colored Wood Questions

A couple weeks a friend told me the way the new colored wood will eventually work is that it will basically replace the need for runic fletching kits. He said, depending on the wood, you can apply ruin-vanquishing on a bow. He also said that even though the new wood was introduced, the magic words weren't currently being applied.
Yesterday I saw a guy with a green bow and it was Exeptional/Might.
So I'm wondering if the magical words are now being shown when crafting with the new colored woods.
Also, what are the specifics? Is it always going to apply a magical word or is it a percentage?
Any help would be appreciated.

I could be mistaken but I think it is random as long as your using the new woods. I assume the rarer the wood the better chance at it being runic. If you want a chance at slayer you need to make them at the crafting spot in Brit.
