Characters per Account

I'm a little confused. When I came here a couple weeks ago I was told you can have 3 accounts with 3 characters on each account. I was just reading a post about people having 6 and 7 characters on an account. Am I missing something here? How do you get more then 3?

You can buy 2 or 3 per acct at the gold sink vendor priced at 1 mil per slot + shane gave out 1 freeslot to people who where online during a massive revert.
