Cant use Power Scroll?

I have 105 tailoring and the skill is checked UP yet i cant use my 110 PS to advance the cap. Any thoughts what would be causing this?

Edit: I Misreaded the question and answered wrong.

Try lower skill 0.1 and then up again and see if that works?

I've had this happen while at 105 and trying to eat a 110 before. Made a few more items and tried again and it worked. I took it as I was at skill 104.999999 and the system rounded it up, needed that last .000001 experience.
